Story: Having been summoned back to Gallifrey, the Doctor is on his way back home when he suddenly has a vivid precognitive vision - he sees the President of Gallifrey shot down, apparently by his own hand. As the Doctor recovers from the shock of his vision, the TARDIS materializes outside the Capitol. The Chancellery Guard immediately surround the stolen craft and force open the door, intending to arrest the craft's wayward and dangerous occupant - but the Doctor slips past them and escapes.

He exchanges his usual costume for a Prydonian gown and headpiece, and slips into the Panopticon, where the President is preparing to retire and announce his successor. Once there, he spies a gun being aimed down at the crowd, and runs out of the room to apprehend the criminal. But when he arrives, the gallery above the Panopticon is empty...save for the gun. As the President enters the room below, the Doctor picks up the gun, aims it, and fires. The President falls to the ground, dead.

The Doctor is adamant that he has been framed, but the evidence is heavily stacked against him. But, as it turns out, the Doctor is exactly right. One of his old enemies is skulking about Gallifrey with a score to settle, and in order for the Doctor to defeat him, he will have to venture into the Matrix...a surreal land of fantasy and nightmares where only the Doctor's wits and strength of mind can keep him alive.
