Story: The Doctor has begun to behave very strangely. Leaving his companions behind in the TARDIS, he boards an alien spacecraft and makes a deal with its owners - for complete control of the Time Lords. On board the TARDIS, Leela is angered by the Doctor's apparent lack of trust in her - not only has he kept her from going with him, he has disabled the scanner, and upon his return, he orders K-9 to stun Leela if she continues to question him about where he has been.

The TARDIS' next stop is Gallifrey, where the Doctor immediately marches to the office of Chancellor-Elect Borusa and declares that he wishes to assume the Presidency. Once the Doctor has been granted the position, with all its privileges, there is nothing that can be denied him...so the Doctor begins his term in style by banishing all the Time Lords with dangerous political views - and the alien Leela - to the outer wastes of Gallifrey.

Leela retains her faith in the Doctor, believing that his intentions are for the best. But when the Doctor tampers with the transduction barriers and allows an invasion fleet of Vardans to materialize on Gallifrey, a faction of Time Lords decide there is only one solution...to kill the Doctor. For if Leela is wrong, and the Doctor really does plan to aid an invasion of Gallifrey, then all the deadliest secrets of the Time Lords could fall into very dangerous hands...and no-one in the universe would be safe.
