Story: The Doctor brings Ace to the happy planet of Terra Alpha, where the brightly-clothed natives are always to be found with a smile on their face, cheerful music plays in every square and pink is the favored color. But Ace immediately sees through the thin façade of joy to the real Terra Alpha underneath. The planet is dreary and oppressed, and its attempts to seem like a happy society ring very false.

The planet's dictator, Helen A, has decreed that unhappiness is outlawed. Dark clothing, a sad face, listening to blues music, reading poetry and walking alone in the rain without an umbrella are crimes punishable by death. To enforce her rule, Helen A employs the cruel and vicious Happiness Patrol, a group of garishly-uniformed women with deadly toy-like fun guns. And for those instances in which more severe measures are needed, Helen A can always call on the services of the Kandyman, her official candymaker who specializes in sweets so wonderful that they kill.

The Doctor is determined to get to the bottom of Terra Alpha, so he and Ace set about infiltrating the inner workings of the society. While the Doctor faces the unstable Kandyman, Ace is drafted by the Happiness Patrol. If they can avoid the Happiness Patrol firing squads, being smothered in strawberry fondant or labelled as traitorous killjoys, they just might show the residents of Terra Alpha that happiness means nothing without sadness.
