The delegate from the planet Arcturus is a brusque, short-tempered creature which transports itself in a boxy metal device on wheels. Arcturus, who is apparently a helium breather, stays encased in a clear dome with green fluid cascading down the interior, and a kind of metal hood protects the rear of the dome. Arcuturus can swivel itself around within the dome, to view different angles. Physically, it seems to be a spidery creature which consists of little more than a head and legs, although more of its body may be hidden out of sight within its transport box. It has a warbling voice, and its box is equipped with a gunlike weapon which emits a pink flash when fired. The heat blast it unleashes reduces Arcturus' target to ashes.
Disconnecting the servo-cube from Arcturus' life-support system puts him into an uncomfortable, but non-fatal, metabolic coma. In order to kill him, one would have to deactivate his helium regenerator.
Arcturus' planet is old enemies with Mars, and they lack mineral deposits, whereas Peladon has them in abundance. They wish to keep Peladon from joining the Federation so that they can claim the planet's minerals for themselves. To this end, Arcturus made an alliance with the high priest, Hepesh, claiming that the Federation would try to take advantage of Peladon. But when his treachery was discovered, he was killed by one of the Ice Warrior delegates to Peladon.
